"Victorian" of course covers a long period.  There were border woven  or 
printed fabrics used in the 1850s-60s; however, wouldn't you need more than  
one 
sari to get enough breadths--and not sure if you could find two or more that  
matched.  I'm also thinking that sari silk might be too lightweight to hold  
the silhouette, unless you made one of the skirts with rows of ruffles, in 
which 
 case you need more than even 2 saris.
 
Certainly Indian silk per se would not be a stretch--after all, Victoria  was 
Empress of India!
