Rather than making it part of the holiday thing, you could just
ask for someone in your area who can help fit! I'm lucky to live in
a big city, so other sewing enthusiasts are not difficult for me to
find.
One of the most helpful friends I had help was someone who felt
she did not know much about sewing. Because of that, she would do
exactly what I asked. Sometimes it's a matter of finding someone who
is interested in learning or working with that particular historic
process rather than knowing modern fitting techniques. The help may
be closer than you think - someone in your reenactment group,
perhaps? It may go slower than with someone who is an experienced
hose maker, but still the end result of hose that fit!
As far as giving patterns, isn't there an exchange/sell list for
h-costume members? Patterns would be even harder to find the right
recipient with a random drawing for exchange. Fabrics, trims, books,
notions - they can be used by everyone. Besides size, there are
different skill and authenticity levels in patterns. The exchange
list may be the best way to find someone who will find a pattern
useful.

perhaps you could use the pattern sizing system from the big 3 as a
standardised set of measurements, they have a chart of measurements
on their website (and they are apparently standardized between the 3
companies). This sounds like a nice idea and hopefully I'll be able
to join another year, (this year I should just about manage to
afford presents for my family and 1 or 2 friends but only a couple
of my closest friends will be getting anything more than a card).
Maybe we could consider matching up people in the same area as
fitting assistants as a holliday gift, that's what I need most,
somebody to help me fit a pair of bias cut hose as you just can't do
it on yourself (bending down to do it changes the shape)
