I posed your question to reenactors that think outside the box and the best reply I got was a pretty good one.
Sew the feather(s) to a leather bit and place a snap assymbly to it and the hat band or hat. Make the bit small enough so that it is not noticable from behind the band. Hook and eye is just not dependable in a very windy day is my assumption.
