It could be a shirt (embroidered shirts with collars have certainly
survived), but I think people may also be keyed into the bits that show up
in texts (such as the lists of New Year's gifts in _Queen Elizabeth's
Wardrobe unlocked), and detail "partlets and sleeves" as a "set" and not a
single item.
I'd love to make an outfit based on this portrait some day (although my
plan
is to embroider sprigs of columbine, instead of roses), and I've always
figured I'd have a plain, narrow-sleeved, square-necked smock underneath
(with a bit of embroidery around the neckline), and the fancy bits I'd do
as
a shirt, if only so I wouldn't have to hassle with tying another set of
things together....
I'd also do separate ruff/cuffs, for ease in washing. And I'd love to do
the gown in a good blue or perhaps purple or green wool (something to
coordinate with the columbines).
All-natural fibers and hand-sewn, of course!

Though I am not 100% sure that it is a partlet and sleeves, it looks as
if
she is wearing a chemise under the alleged partlet.
Though once upon a time I would have said "because the sleeves and
partlet
look of different materials" but I have noticed a while back that the
sleeves don't match real well either. :P
I have noticed that the majority of costumers that have interpreted this
portrait believe that it is a shirt. For convenience of construction I
would
probably make a shirt but I would still think that it is three separate
pieces.
