many uniforms were made at home to army specs, which accounted for a 
certain amount of variance in cut and appearance among the troops.


Yes, and no, Dawn.  The uniform parts were cut out in the Depot by a tailor 
(much as they were in some of the northern arsenals, though the north saw more 
actual contract work), then the "piecework" was bundled up and frequently sent 
to seamstresses in the surrounding country side to assemble.  You could get 
quite a variation of sewing ability, but the basic cut did not vary due to 
being done by the tailor.
