To me it looks like very elaborate bobbin lace. Those "starburst"
centers are called, in my books, "spiders." I have a lace insert saved
from one of my aunt's blouses that is this complex. I admit the leaves
look denser than bobbin-lace leaves I've seen generally, but the work
itself is very dense and the thread seems to lend itself to a dense
look.
As for period, I wouldn't hazard a guess.
Bjarne would be the best authority on this question, I think.

I'm favouring crochet as it looks like round motifs joined together,
and the tally's (diamond shaped leaves) don't look woven as you would
see in bobbin lace. They look more like they were done in two rounds.
But the 'starburst' centres, for lack of a better term, look strange
and I can't figure out how they were done.
