I am still waiting for a reply but I have done some research when I have had the time. It would seem that I was incorrect about it being a collar of state. The Esses collar is referred to as Livery collars. The Esses collar is associated with the house of Lancaster which is why the esses collar is referred to as a Lancastrian collar. Those wearing the esse were showing support of the house of Lancaster. Henry, father of Henry 8th, created a livery collar that was the esses (Lancaster/Margaret) and the rose en soleil (York/Henry). I am check out the info that states that 3 English offices still use the esse livery collar, one of them allegedly being the office of heraldry but I do not have hard docs to this yet.
