I've always used Reusch International Monetary Services in Washington, D.C., which will issue a check in a foreign currency for a very small service charge. I was accustomed to just walking in and doing it at the counter when I lived in the area, but I know I've done it by mail since I moved away. Call them to see how to arrange that.
