This is my suggestion, too--most creative, most colorful, most original,  
best couple, etc.  Sometimes I've had to wait to see what showed up to  decide 
on 
appropriate categories.  Certificates for these sorts of prizes  cost almost 
nothing.
 
And also to either have them come up to the stage or parade around the  room, 
if appropriate.
 
As to judging, audience judging can tend to be more based on popularity  than 
best costume.
At a recent event I attended, the organizers had the hired wait staff be  the 
judges.  They were certainly impartial.
