Your description sounds like you know what you are doing, and the wool should have fulled if it was going to. So it may just be made from a wool that doesn't full well (whether it's been treated with something, or is just worsted-spun, or is a particularly unfullable variety of wool).
Thanks, I guess I have to try a bit of the flannel then, I have to dye it as well, so I was hoping not to have to use that - it's hot pink and I need black.
