Yes, it is hard to keep a belt at the raised waist.  
 
I would put big skirt hooks and eyes on to hold the train--hooks on the  
train, eyes on the dress, with a bias band, just attached on the top edge,  
around 
the waist, that would flip down to hide the eyes when the train was  
detached.  I don't have any of my 1960s era wedding dress patterns anymore,  
but, if 
memory serves, this is how they handled the detachable train.
