It often appears that way because of child proportions. And if the skirt is  
attached at the natural waist [even in adults] it can look high. Also, 
children  tend to grow up more than out so a dress in January that had a skirt 
at the 
 child's waist might have the skirt a little higher than the waist by the 
next  November.
