Well ... at the risk of sounding completely off period here, at
least for Gothic of whatever region she is from ... go the hollywood
route, use double stick tape. (You can actually purchase it off
Victoria Secret's website and store.)

Once you have her breasts taped in place you can alter the cut of
the underarm seams until the fabric is flush with the skin. I do not
remember why I was taught to take in under the arms and not up
front. Robin? Do you have any ideas?

If the tape will not give her the natural cleavage she seeks it is
time to call in the village and add some stuffing. ;)

Now I do remember someone putting a small roll of batting under the
breast line to keep her A cup breast from falling. She had it wired
so that it would act as a shelf bra that is now so popular. By the
same design you can cup the wire on each side to bring her breasts
together.
