Xmas Carol covers several time periods, from the 1820s, I think, up to the 1860s. There are some 1860s patterns out there and I think I saw an early 1800s pattern while looking the other day. You don't have to build them all, do you? That would be a tremendous undertaking. I would try to borrow or rent most of them or if you have a stock, see what you have on hand you could modify. When I costumed the play several years ago for a melodrama theatre, we even changed the period, so that it went from the 1860s up through the 1890s, or something like that, since our existing stock was mostly 1890s anyhow. Then I modified existing stock. For example, I found a 50s style prom dress that worked as an 1860s style with some work, and I found an old empire style dress that became an 1820s dress. I find it fun and challenging to rebuild garments that way.
