Longer post w/pics later tonight cos I'm about to go run errands, but in the late victorian/edwardian era there are men's corsets--you might want to base the one you make on them, at least in terms of design & construction, if not shape. (They were generally marketed towards older military men, who wanted to look sharp in their uniforms despite a saggy middle!)

It sounds like metal boning would fit the bill, but so would plastic. There are several types of plastic ties available at a low cost at Home Depot & Lowes, and one of them is thin & narrow--not at all bulky. You have to use quite a lot more, but the end result is incredibly comfortable (almost like a corded corset). The drawback is that plastic boning does a much better job of molding itself to the body, which in this case is not at all the goal!

Also, there's no reason that you can't combine the two. A combination of steel boning and whalebone is very common in corsets of the era.
