Hmm, I think this is just another case of Simplicity overestimating the
yardage required and not making most efficient use of fabric, compare it to
this pattern http://www.simplicity.com/dv1_v4.cfm?design=4510 and the
yardage isn't that much different (1/8 yd more but 4510 has ruffles and a
closed neckline)
