I believe Thomas Hancock developed elastic for gloves in the early 1800s and did a separate patent for the machine to make the elastic in the 1830s. I found this link: http://www.bouncing-balls.com/index2.htm

They used ribbons tied around under the knee. Some of Rowlandson's more risque cartoons show this quite clearly. Some late 18th century garters are beautifully embroidered, with mottoes and flowers.
