I'd approach it by making a long strip of fabric, then put braid on it. Cut that into strips and "weave" it into a rectangle. Place your pattern piece on it at a 45 degree angle to the "weave. I'd do a mockup first to see how much height you need to get the puff. I think you can see how the weave is pushed together at the cuff to give it volume.
