Saw a set similar to this at a recent auction. The set appears to have
waistcoat buttons and two collar bars. The other set I saw had matching
cufflinks and set of shirt studs; the empty space in the box would account
for neither , but maybe a watch fob?

Looks like the smaller bit are the pins that hold the buttons on the
garment
(similar to the cotter pins the button company uses to keep heavier button
on their cards); the two longer objects might be "Collar stays"?
