About the time the cancan was invented.  
At least for actresses and other notorious female
segments of society.

They were showing the new shocking Closed
Drawers--very masculine garments, you understand.


Open drawers are a lot more practical if you are
wearing your drawers under your corsets, of course.

Closed drawers (or modern underpants) can be yanked
down in an emergency, but are really difficult to get
back in place after the emergency had been dealt with.
