Roxanne's Basting Glue may be the answer. It is a water based glue and I have 
used it in several applique problems. Glue sticks also work very well. 

Wonder Under and Heat-N-Bond are fusible web products. Heavy duty in both jam 
up the sewing machine. Use ONLY in paper crafting, etc. Each is paper backed 
and fuses.  I prefer Heat-N-Bond. It is slightly heavier than Wonder Under.  

Steam-A Seam and Steam-A-Seam 2 are also fusibles. They "stick" prior to being 
fused into place and can be repositioned before fusing several times. They 
sometimes are able to be "losened" after fusing , but I don't recommend it.  I 
was not very  happy with my experience using it in a applique quilt  top I 
made, but it was provided for me by the quilt store I made the sample for.
