This must mean tiny knife pleats....think the underside of a mushroom  cap.
 
At home you might get the effect by taking the finished strip  and sewing in 
tiny full return pleats at the hem and the end to be sewn to  the chemisette, 
then pinning it taught to the ironing board so the pleats run  the full width, 
and then steaming them in and finally actually touching the hot  iron to the 
fabric to get a crisp pleat. Then take the sewing out of the  hem.
 
This is not unlike "primitive pleating" where you gather both ends of the  
fabric, wet it in boiling hot water, roll the gathered piece up and hang it 
with 
 a weight at the bottom to keep it taught while it dries. But this does not  
create crisp even pleats.... more like a one way crinkle.
