I'm sorry....I meant to add that you might be able to get the tiny even pleats by doing something like a smocking technique...like tiny cartridge pleats... at both ends of the frill. Then letting it collapse flat in one direction... the same at both ends. I'm making this up, y'know. I've never done this.
