I think spiral steel is probably overkill. If you only need the boning to smooth out wrinkles, then use light poly/plastic boning. Personally, I'd use a cotton muslin for the bodice lining, and bias tape channels for the boning on the inside.

The second question is, how long should the bones be?

As long as they need to be to make the bodice smooth where you want it to be smooth. That will probably be the length of the seam they are sewn against.
