I was there shopping last year at just about this time. I saw no fabric out front the two or three days I was there. Also, I found no "really cheap" fabric. All in all, looking for linen and wool and silk, I was disappointed by the selection. If you are looking for high end fabric, like stuff which is beaded - there is tons!
The fashion district information kiosk was never opened the whole time I was there. (The one next to the bronze tailor statue).
