or fabric?
according to the definition you quoted, it's a fabric. Twill is the weave.
The fabric seems to take it's characteristics [clay or "dull"] from the fact
that the yarn used to weave it is not tightly twisted.
Simplified examples would be a soft fuzzy wool blanket and a smooth shiny
suiting. Both could use the same weaving structure (plain weave or twill),
and both would be made from wool, but the soft fuzzy blanket would be made
from loosely spun yarn and the suiting would be made from tightly spun yarn.
