A professional costumer is one who gets paid for her services and who lists such income on her tax forms at the end of the year.
And some of the professional costumers know less than we do about historical costumes. It all depends what they specialize in. Some who call themselves amateurs will be period to the last tiny stitch, and some who call themselves professionals will sell you a T-tunic of knit material with inset sleeves. Of course, the opposite is also true!
In other words... don't worry too much about the categorizations...
