I seem to remember that Jean Hunnisett, who studied this portrait in great detail when making the costumes for "Elizabeth R", thought that the decoration was a piece of woven braid, looped at the front edge, (to take the button) sewn down and frayed to resemble tassels. It works very well if you do this, and is very similar to the painting.
