I use the heaviest gauge of millinery wire for mine. I am talking about the sort of headdress you see in Holbein's Wife of an English Burgher. There is a photo somewhere in one of my books of a frame (I think it was for a collar support) wrapped with fine thread. It makes sewing the fabric to it much easier!
