When the department manager could order the bins at our Walmarts, they would
get in about 60% of the decent to good stuff like 100% raw silk, 100% cotton
brocade, brocades, jaquards...etc. Then when upper management took over and
didn't know what the customer wanted in the fabric section the stuff was 85%
crap. One of the stores still gets in the black fabric for the students.
Wal-Mart says that fewer people sew today but in my town, with two colleges
and one university, 5 different types of reinactment groups, two, soon to be
three high schools (though the 2 -3 yd. pre-cuts would work for them for
their HES/HE class), one children's theatre, Amish, several sororities, and
fraternities, we need more then just Jo Ann's who tends to lean towards the
quilter's and crafters side. New members of SCA who are students can't
always afford Jo Ann's and sometimes cannot wait for the sales. Since more
SCA events are camping, one needs to have more then one outfit so that their
ride to the event will let them ride home with them after the event. :)

but
occasionally you could find some decent cottons at least.

Yes, I found an absolutely wonderful blue and orange plaid cotton once, just
like a turn-of-the-nineteenth century madras.
