It should also be remembered that port cities in the 19th century were THE  
centers of society and commerce. 
 
I found at flea market an elementary school US geography text book  from 
1858. As usual with school then, it was pages of facts to memorize...two  
pages for each of the 32 states (naturally I went to my own 1st) set up  like a 
list: 1) NC's biggest export is Tar and Pitch. 2) NC's capital is  Raleigh. 
3) NC's two wealthiest cities are Wilmington and New Bern with  Charlotte 
being a promising community. 4)....
 
Of course today Wilmington and New Bern are hardly wealthy much less the  
wealthiest. But you get my point. The only 2  NC port cities in the late  
1850's are the wealthiest cities. A huge international port like New  Orleans 
would be even more influential and up to date than today.
 
I don't think an elliptical hoop would be entirely absent a New Orleans  
ball in the early 1860's. And even round hoops were worn with a pad in the 
back  to give them a little support there and sweep the skirts a bit to the  
back.
