No, these don't ring a bell.  I do remember the Fowler Family paper  doll 
series, published by Texas Tech University Press.  But the Fowler  family 
lived in Ohio, and the books are set at the turn of the 19th century,  when 
Ohio achieved statehood.  And yes, the pictures are very good for that  
period--for the most part, they are based on real examples in museum 
collections  
in Ohio.
