I understand, but given that all the rest of H2 is dual-licensed MPL (modified) / EPL (unmodified), and given that users are free to choose either one, wouldn't an LGPL-licensed artefact limit that choice of the overall deliverable?

Actually I wrong, that file is actually triple licensed under MPL / EPL / LGPL

So it shouldn't limit your choice. You still get to choose MPL or EPL.
