Shouldn't make any real difference.

The sleep is probably for the file system writes to actually flush? I take it 
nothing is going on at the h2 level after
a SHUTDOWN?


The background writer thread with the MVStore engine can sometimes take 100ms 
or so to finish it's business.

Also it depends on how paranoid you are about the OS and the Disk hardware 
caching writes :-)
