Eric,

Quorum server, is a service which is running on a specified port on a 
given node, and when you configure this on a cluster you just specify 
the node name and the port on which this service is running. With this 
type of approach, in my opinion it should be fine to have the quorum 
server any where on the Intranet (I think best practice would to have it 
on the same network). With respect to having quorum server on Internet & 
open sourcing of the same, I would leave to others to comment on it.
