tricky problem!.
As Marty said, there is no way of configuring these dependencies with 
Sun Cluster means today. That is why he pointed to a single cluster 
infrastructure where this can be achieved very easily.

You have, for good reasons, put your clusters into different "areas", 
which is a good thing. Now - and I think I had asked this question 
before- do you manage an initial boot of your whole infrastructure? Is 
there a script that you call if your data centers have been down? Or do 
you push the button?

If you have a script, that implements all of the dependencies, then the 
same script could be used for the purpose that you were initially asking 
for. The only thing to change are calls, where you must make sure, that 
a service is not just started, but "taken over" from another cluster, 
where it ran before. Sounds simple, right?

But I doubt, that you have the script.
