Without a strong indication one way or the other I'd say fall back to English only and make it as easy as possible to get additional languages too. Using Sean's suggestion of multiple distributions could work, or we could have a dynamic generator that packages up a distribution containing those languages you pick. Either would require some kind of server-side setup on hp.o which could be problematic. Ideally I'd think using something akin to the plugin auto-install feature we've talked about would be great, where you can simply say "fetch and activate this language pack".
