Sure, deploying the whole app like that is a good idea as well. Gallery 3 uses

I was just thinking that having an online baseline theme generator would also

What about making a download page like Project Deploy (http://
projectdeploy.org/)? That would solve the problem of distribution
packages number, as everyone could download a custom package. In that
download page we could put some of the most interesting plugins, for
example, and then allow the user make his/her own Habari package. The
only problem is that I don't really know how difficult would this be
to implement...

Another nice idea is, as Owen says, downloading language packages on
the fly when the installer is running. The first step should be
choosing the language, the installer should then download the language
package and after that the installation would run in the user's
language.
