In my experience, Trac is the "best" of a terrible category of software. That is to say that I think all of the trackers I've used have been under-powered, buggy, lacked features, and/or had other problems. Trac solves _most_ of these problems, but is especially painful for us because of the platform (none of us have enough Python experience to maintain/extend it properly).
