I am inclined to agree with Owen. We shouldn't bend over backwards to support those who don't have extremely common functionality installed. Technically, we could make Habari work without mod_rewrite, but we could also technically make it work without PHP5.
However, I do think we could create some hooks to make it possible for plugins to do this. The best way to do this might just be to add a single "controller" hook which allows alternate interpretation of the URL.
