50.17% mod_rewrite compatible (max)

Assuming: 100% of apache servers have mod_rewrite
Assuming: all ngnix and lighttp servers are compatible

63.9% of end-user webservers can run Habari

Definitely less than 100% of Apache servers are using mod_rewrite, but
I didn't want to fight about specific data so I said lets be generous
to people who disagree with me and say that 75% of end-user webservers
can run Habari. I also didn't want to do the math.
