It used to be part of core, but depending on how you use tags, this portion of code can both be inefficient and ruin the user experience by displaying more tags than will fit on the page.
It was hoped that someone would step up to augment this plugin or provide (preferably) an alternative plugin that would autocomplete tags upon typing some, or suggest potential tags based on post content.
