Owen, thanks for detailed explanation of the problem.
But if the amount of tags on the "edit page" form is a problem, so the
solution is to show only N most frequent tags (for example 10-20).
I meant of course that tags selection functionality is to be part of the
core plugins package, not the part of the core - I agree with you.
