You could use the auto approve plugin. It will automatically approve all comments that are not marked as spam. http://habariproject.org/dist/plugins/autoapprove/
Then there is preapproved. I've never used it, but if auto approve is too broad for you maybe this is a better fit. http://habariproject.org/dist/plugins/preapproved/ And of course there is a capacha plugin: http://ryezone.net/death-to-habari-comment-spam There might be plugins that work with the login just as you described, but since most of the visitors to my site are quite reluctant to log in just to comment I've never done any research in that direction.
