I don't know that we've ever specifically addressed it for a non-Cabal
member. I imagine you've read the Open Source license page [1]. The initial
conditions (committer for 3 months, etc.) appear only to be for applying to
ensure junk projects don't start up just to rip them off, then disappear.
If you click through to "License Terms" on the left (I can't deep-link to
it, boo!) it appears that after that it's up to you to distribute it.

I wouldn't want to anger the JetBrains gods by handing it out willy nilly,
but after a pull request or two I don't see the harm. Anyone else have an
opinion?

Also note that it is strictly an open source license. According to the
terms, you're only supposed to use it for working on Habari. It does
include all upgrades (major or minor) within the 1 year license period. I
believe we've gotten it twice now without issue.
