You are right, the main focus should be the further development of habari.
In your mail to habari-dev you wrote:

Habari is great at all of these points so maybe some other php
developers with a good knowledge of habari's plugin system could write
some wiki-like plugins to just do that. Maybe in two or three years from
now? In the meantime we stick with mediawiki or a better alternative
(see http://www.wikimatrix.org/).

The idea has come up multiple times (it's also been suggested as a replacement
for Trac, which none of us particularly love either), but we don't really have
the manpower to splinter off and dedicate to something like this.
There's also a reluctance to build too many of our own tools on top of Habari
(requiring that we extend it to do things it wasn't initially intended to do)
for fear that we'll fall into a situation similar to Drupal where we've built
our entire ecosystem on top of our own code and find it difficult to change
things and innovate.
