Errrm, I might be missing something, but the Core Dashboard Modules don't
have a configure option as there's nothing to configure.

It should appear in the list of Inactive plugins before activation and the
Active list after activation.

Once activated, you should have some "modules" on the Dashboard which you
can remove and add.  There's nothing to configure on any of these modules.

I've just tested this with a completely clean trunk install without any
problems.

If you are not seeing the plugin in the Inactive list or the Active list
after activation, check your plugins page isn't being cached by anything - I
had similar problems when using one of the caching plugins (can't remember
which) which wasn't configured correctly to ignore the admin pages and thus
kept presenting me with the old cached copy of the page.

You might want to check your DB itself, it could have an invalid list of
active plugins in the habari_options table.
