I once accidentally disabled the core dashboard plugin. When I re-enabled it I couldn't add anything. It was weird. It ended up something in my database got screwed up and the only way it was fixed was starting over with a new database. Hopefully that doesn't become your case, but databases can go wonky sometimes.
