Everything decides to blow up when I switch from GUI work to writing
test cases...

The two build failures in Hackystat-COCOMO and Hackystat-JPL are
caused by the test case trying to install the "Build" sensor to test
the InstallOrUpdateSensorCommand.  The reason why it fails is because
these two modules do not build the hackyAnt module.  After looking at
the both configurations, I noticed that they do not include any
sensors that hackyInstaller installs.

I will fix the test on the InstallOrUpdateSensor command by only
attempting to install a sensor only if sensors exist in the current
configuration.
