[HACKYSTAT-DEV-L] v7.local.build.xml updates

I've just finished reviewing all of the remaining v7.local.build.xml files, and committed 
minor changes to these files for:

hackyEclipse
hackyJupiter
hackyCGQM
hackyPrjSize
For the top three, the only change I made was to make sure that all locally defined 
properties had the module name as the prefix.  In hackyPrjSize, it was invoking the 
telemetry definition copying target when there were no telemetry definitions in the 
module.

Please update these modules so you get the most recent version.
